Quick facts on the Runaway Spending Amendment

Its sponsors in the Legislature call it “The Budget Reform Amendment.” But see if this sounds like real reform to you:
  • It does not require the Legislature to pass the budget on time. In fact, it puts a “contingency budget” in place as soon as they fail to do so!

  • It snuffs out the reform that holds up the Legislature’s paychecks when they have failed to pass the budget on time.

  • If — but only if — the Legislature fails to pass the budget on time, it takes away the Governor’s power to draft a balanced budget. And turns over full budget writing authority to the Legislature. They would be in control.

Why would they ever pass an on-time budget again?

There’s more:

  • The Legislature could then draft its new budget in secrecy.

  • And they would have no requirement to draft a balanced budget.
